E-Bikes and Scooters
Frame helmets as standard cycling/scooter safety, similar to bike safety campaigns rather than a punitive crackdown. No minor under the age of 16 can use an E-Bike or Scooter. If caught the police would have the right to confiscate it if an underaged person is using it.
